In a Sept. 11 Business Journal article by Emily Hamann, Sacramento County Supervisor Phil Serna discusses yet another idea for solving the homeless/housing problem. He suggests incentivizing landlords to accept lower rents in exchange for a return of a portion of their annual, fully-paid property taxes.
This is another idea, among many, that continues to make it inefficient and unattractive for landlords to participate in housing the homeless or helping people who qualify for housing subsidies.
